Two more of the swing voters spoke, again in reluctant agreement. Good, if any were using CP, his blocking was effective. Even he, poor as his CP was, knew that Horizon would not respond to the bluff—but it wouldn’t be a bluff. Zhaim already had slavers on the ground.
“I’m against it,” Dax growled—but then he rarely used mind-touch. Afraid his feelings would be read.
“Shall we vote?” Zhaim asked, but he already knew the result. Eleven to nine in favor of slaving on Horizon, and there was no way Roi would be able to get the seventeen votes needed for a reconsideration, however much he might love the planet.
And Roi is off planet, out of touch, and doesn’t yet know anything about this. Next week I’ll jump to his reaction when he does return.

This is the setup. It’ll take a trilogy to resolve it.

Not so much for the planet they’re on (Central) as for Horizon (the planet on which Horse Power was set, but now 2 centuries after that book.)
Not so much a face to face confrontation, but yest, that is going to be the main problem behind the trilogy.

SO much at stake, so much going on, wish Roi was on the scene NOW! I can see how it’ll take a trilogy to resolve all the machinations you’ve set up with Zhaim. Just fascinating….another wonderful excerpt.
And a long trilogy at that. It’s all written, though the second and third parts need editing still.
Ooh, so evil and cunning! Just makes me want to smack his smug face.
I like the way the politicians give in, an excellent example of ‘all it takes for evil to flourish is for good people to do nothing.’
Some of them actually agree with Zhaim, but that’s the climax of book 3.
And so the wheels of progress turn… Nice work.

Actually it’s a confederation of worlds. This snippet takes place on Central; the planet they’re discussing is Horizon.
